Fallout project What I Want to Convey in this Film
I don’t really have any “what I want people to do” about this movie. As I have repeatedly said in Japan, I have absolutely no intention of shouting “anti-nuclear”. My personal thoughts about this issue are another story, and my consistent stance is to “present the facts.” I believe that it’s up to you how you accept them.
What I would like you to think about is, “Who are nuclear weapons for?”
When considering why nuclear weapons are necessary and there is a common theory that peace is maintained because of nuclear weapons. Even if we say we need to have it for deterrence for the sake of America, people in America have been suffering as a result. There is the fact that the whole of America, not just a part of it, has been affected. By holding that, they have become a strong country and maintained a balance, but it has been in exchange for the health and lives of the American people. I don’t think it’s for them because their health and lives are being sacrificed. So, let’s go back to the fundamental question, “For what and for whom are we creating these nuclear weapons?” I think it’s very contradictory.
This is a fact, not a political ideology. When it comes to radioactivity, there are always many people who think it’s “left-wing” or “dangerous,” but I’m neither left-wing nor right-wing. The problem of radioactivity is the most significant environmental destruction on a global scale. I think that thinking about the issue of radioactivity with a left-wing or political way of thinking itself is totally beside the point.
The people who are watching my documentary in America this time are mainly the people who I interviewed last summer, but the general public came to watch it and gave me various opinions. In Japan, too, I hope that the general public, who had no knowledge of radiation until then, see this fact and learn about it. Therefore, I do not intend to say “anti-nuclear.” I want each of us to think for ourselves. That is my firm belief.
この映画で伝えたいこと
この映画に関して、みなさんに対して「どのようにしてほしい」ということはまったくありません。日本でも繰り返し言っていますが、「反原発」とか「反核」と大きな声を出して言うようなつもりは僕の中では全くありません。自分自身がどう思っているかという個人的な思想はまた別の話で、僕の一貫したスタンスは「事実を伝える」ということです。事実を伝えて、その事実をどういうふうに受け止めるかに関しては自由だ、と僕は考えています。
僕が考えてもらいたいのは「核兵器というのは、一体だれのものなのか？」ということです。
核兵器はなぜ必要なのか、どういう意味を持つのかと考えたときに、核兵器があるから平和が保たれているんだというというのはよくある理論です。アメリカという国のために、抑止力のために持つ必要があると言っても、その結果アメリカの人たちが被害を受けている。一部ではなくアメリカ全土が被害を受けているという事実があります。それを持って強い国になって均衡を保っているということですけど、アメリカの人たちの健康と命と引き換えになっている。健康や命が犠牲になっているわけですから、どうもアメリカの人たちのためではない。では「何のために、誰のためにこの核兵器をつくっているのだろう」という根本的な問いに戻ります。ものすごく矛盾すると思います。
これは政治的な問題ではなくて、事実だということです。放射能の問題というと、必ず「左翼だ」「危ない」「危険だ」と考える人がたくさんいますが、僕は左翼でも右翼でもないです。 前二作の「放射線をあびたX年後」って学校でなかなか上映されないんです。両方とも文科省の認定もとっているんですが、学校での上映というのはほとんど行われなかったですね。「危険思想だ」ととらえられてしまう。でも左翼とか政治的な考え方でこの放射能の問題を考えるということ自体が的外れで形骸化している考え方だと思います。放射能の問題というのは、地球規模の一番大きな環境破壊です。そのことを私たちは普通に考える必要があると思います。
今回アメリカで見てくださっている人たちは、取材させていただいた関係者の方たち中心ですけど、一般の方たちが見に来てくださって、いろんな意見を言ってくれます。日本でも同じように、それまで放射能のことを知らなかった一般の人たちが見て、こんな事実があったということを知ってもらえればいいと思います。そこで僕は、「反核、」とか「反原発」とかいうつもりはありません。それぞれが自分で考えてもらいたい。それが僕の強い思いです。
Negative Chains Repeated by Ignorance
There is now a war between Russia and Ukraine, and there is talk of Japan going nuclear-armed. It has become quite realistic. It is said that Japan should have nuclear weapons in order to maintain its strength against other countries, but the same thing would happen if Japan develops nuclear weapons.
All the people in Japan would be sacrificed and exposed to radiation, getting sick or dying. We don’t die directly and in a short time, we die over time. No one is held accountable.
Thinking about it this way, we come to the question, “To whom do nuclear weapons belong?” I think each person needs to think about that.
知らないことで繰り返される負の連鎖
今ロシアとウクライナの戦争があって、日本が核武装しようという話が出ています。それが割と現実味を帯びたものになっています。日本という国が他の国に対して強さを保つために核兵器をもつべきだということですが、核開発をすればまた同じことが起こります。日本の人たちがみんな犠牲になって被曝をして病気になったり亡くなったりしてしまう。それは直接的で短時間に死ぬわけではなくて、時間をかけて亡くなっていくわけです。だから誰も責任を問われない。いつの間にか核兵器は出来上がっている。
こう考えていくと、「核兵器というのは、一体だれのものなのか？」という問いに行きつきます。それはそれぞれが考える必要があると思います。
A Historical Fact that Moved President Kennedy
I think there is no point in attacking by saying, “This is wrong,” or “Who will take responsibility for Hiroshima and Nagasaki?” Of course, there are people in that position, but my position is to present the truth and ask, ” Perhaps you didn’t know about this. What do you think about it?”
In fact, from the time the nuclear tests began, the people who were conducting them knew that the entire country was exposed to radiation. Even so, they hid it in silence and didn’t tell it. Children drank milk contaminated with strontium 90 as usual and were exposed to radiation.
The fact that they were exposed to radiation is revealed in this movie, but there is also a historical fact that scientifically proved that President Kennedy stopped atmospheric nuclear testing.
I want to convey the fact in the movie that such a thing actually happened. I would like to leave it up to each person to decide what they think after watching it.
ケネディ大統領が動いた歴史的事実がある
僕が「これはいけない」とか「広島長崎の責任は誰がとるんだ」と言って攻撃していてもしょうがないと思っています。もちろんそういう立場の人もいると思いますが、僕の立場というのは事実を伝えて「みなさん知らなかったですよね。これについてどう思いますか？」と問いかけたい。
実際核実験をはじめたときから、やっている人たちは全土が被曝していることを知っていました。それなのに黙って隠して伝えなかった。その中で子供たちはいつも通りストロンチウム９０に汚染されたミルクを飲み被曝をしました。
被曝をした事実が今回の映画の中でも明かされていますが、科学的に証明され、それによってケネディ大統領が大気圏内核実験を中止したという歴史的な事実があります。
そういうことがあったんだ、という事実を映画で伝えたい。それを見た人たちがどう考えるかというのはそれぞれにお任せしたいと思っています。
How You Take After Knowing the Fact
Radioactive contamination has different effects on individuals, but it is related to our health and life. It has been scientifically proven that it is also related to heredity, and it is inherited not only in your body but also in your children and grandchildren. Some people may say, “That’s okay,” even after they hear that poison has been put into their bodies without being informed, and the health of their families has been destroyed. Some people may say, “I would dedicate my children’s and grandchildren’s life to our country for the cause of making America a strong country.” But most of us wouldn’t feel like that. They should be held accountable for hiding secrets.
The main problem with this radiation is that the past has not been cleared. So, the same thing keeps repeating itself. In order to change the roots of this, I hope the United States will take the initiative to change this course because they are the first country in the world to develop nuclear weapons and to test many of them. It is necessary for the people of each country to reconsider the question, “For whom are nuclear weapons intended?” On top of that, I think each country should decide whether to have it or not.
That’s what I want to tell you.
事実を知った後でどう考えるか
放射能汚染は大なり小なりそれぞれ影響が違いますが、健康や命に係わることです。遺伝にも関係していることが科学的に証明されていて、自分の体だけでなくて自分の子供や孫に遺伝していきます。何も知らされないまま毒を体に入れられ自分の家族の健康が破壊されていった、という状況を聞いたときに「いや、それでもいいんだ」という人もいるかもしれません。「おれはアメリカという国を強い国にするために自分の子供だって孫だって命は捧げるんだ。」という人もいると思います。でも普通に考えるとそうじゃないですよね。ちゃんと知らされて納得した上で被曝するならまだしも、言われないまま内緒にされ隠されて（極秘という扱いになって）いたということに関しては大きな責任が問われるはずです。これは歴史的事実なのです。
この放射能の一番の問題は、過去が清算されていないということです。だからいつまでも同じことが繰り返えされている。この根本を変えるためにはまず核兵器というものを世界ではじめて開発して、数多く開発実験してきたアメリカという国から変わっていってほしいという気持ちがあります。そしてアメリカが変わることで当然日本もそうですけど、世界中が変わっていくのではないかと思います。「誰のための核兵器なのか」ということをそれぞれの国の人たちが改めて考える必要がある。その上で持つか持たないかはそれぞれの国で考えればいいと思っています。
それが僕の伝えたいことです。
